Where is this Bible phrase found what comes from the heart reaches the heart?

Who originated the phrase there are none so blind as those who will not see?

Jonathan Swift, in Polite Conversation, mentions the phrase as a
cliché – so obviously he did not originate it.
The phrase seems to have Biblical origins – but the idea is a
lot older than the Bible. Similar language can be found in Jeremiah
5:21-22.
